What the $100 National Park Surcharge Means for International Visitors
International visitors to 11 popular national parks, including Rocky Mountain National Park, were set to pay an additional $100 per person starting January 1, according to an NPR report published December 31, 2025. At Rocky Mountain, the surcharge would sit on top of the current $35 per vehicle week-long pass, and how it would be enforced in practice was still uncertain.
Thomas Pemberton, owner of Estes Park Tour Guides, was among the Estes Park voices in the report. About 1 in 5 of his customers comes from overseas. In the report, he said the surcharge could make the park a less appealing day trip, but he does not expect a major hit to his business.
